For Ada, use the sniper rifle from a distance. Make sure every shot hits, and run away the second he starts getting too near. Keep doing this until he's dead.
The best way I ever found to deal with him when playing as Leon is climb a ladder and wait at the top. When he jumps up, blast him with the shotgun at close range. This will cause him to recoil. At this point, DO NOT just keep shooting him straight away. As long as he's in the recoil animation he won't feel it and then he'll kill you while Leon's pumping the shotgun. Instead, wait for his recoil animation to finish and immediately blast him again when he's back to a 'neutral' state. You'll need to time it correctly, but if you do it right he won't get a chance to attack and eventually he'll die.
It's a lot more difficult if there are other enemies around so try to isolate yourself from them so you can deal with the chainsaw guy on his own. Good luck.
